Mission: Reconciliation & Reconstruction [Fleet Plot]
Location: Various locations

Sitting in her office after getting word that the Thanatos was given permission to head to the Gamma quadrant to help get the ZetArgus array from her understanding the structural of the array was already under construction. Tapping a few buttons she opened a channel to the new Gamma quadrant and 5th fleet commander; Fleet Admiral Kerry Malone, as well as the Zetari sector commander; Rear Admiral Kassandra Denterius.

Life aboard the Ticonderoga was sedate and peaceful as they transversed Federation space towards the Spinward wormhole. They were having to move at Warp Six, due to the limited warp capabilities of the cargo ships that were being convoyed as part of this endeavor. They were ships of the Dunross Corporation, and there was a long standing agreement with Starfleet to provide a convoy when they were travelling in the same general direction. Presumably a Dunross Admiral had arranged that on Starfleet's behalf, and now Malone was saddled with this contract to provide defense and support of Dunross ships.

"Admiral, incoming signal from Starfleet Command." Commander Winters, the Chief Operations Officer of the Ticonderoga reported. For this part of the journey, Malone had opted to sit on the bridge, rather than inhabit FCiC. It was a bit nicer up here. He looked to his right, and received a nod from Captain Nolan.

"Very well Commander, I'll take it in the conference room." Malone said, as he headed up the aft ramp to the large conference room that was at the rear of the deck.

Kassi was getting used to being aboard the Chloe, it was definitely a bit more comfortable then the Marine transport ship that she could be on while awaiting the rest of the fleet before going though the wormhole. And though there really wasn't much that she could be doing right now, she had the urge to do some work. Settled into one of the chairs in the aft cabin of the Chloe, she took a sip of her cocoa and sifted though some of the information she'd been able to find on Xonnel Colony. Lost in her thoughts, she jumped slightly when the computer alerted her that she'd had an incoming from Starfleet.

Sighing softly, clearly play time was over. And turned to the monitor to accept it.

"Admirals I'm glad I was able to catch you before you headed out." Jess said setting up a couple of files to send over. "I just wanted to inform you have a communication project that's gonna be done in the Zetari sector."

"Communications project?" Malone asked, as he downloaded the information being sent to him onto a PADD. "I thought the Gamma Quadrant already had a network of subspace buoys for this purpose?"

"They did before everything that happened, I have no doubt some of those buoys were taken out in cross fires. Am I correct?" Kassi asked as she looked at the monitor to the other two officers.

"You're correct admiral, and Zetari was also the hub for all of those buoys and with Zetari destroyed we no longer have a hub. Which made communiques faster, more secure and more stable especially when crossing quadrant boundaries. This is why we're gonna be creating an Argus array above Zetari IV to act as the new hub." Jess said looking at both of them.

"You do appreciate that there will be a new starbase in a few years time?" Malone replied. "Besides, you still need to redeploy any lost buoys."

"I do but at the same time we need to protect our communications especially in that quadrant where our foothold is negligent now." Jess said.

"The Commander actually makes a point there Admiral, especially with us going to be stationed out there now. The last thing we need is for something to happen and our communications to get fouled up."

"I just find it fascinating that with all the rebuilding and reconstruction effort that the Federation needs to be doing right now - the Department of Communications is getting priority allocation of precious resources to build an Argus Array in the Gamma Quadrant. I was fully expecting to be throwing bottles with messages out of the airlock by way of communicating with Starfleet." Malone responded.

"Actually I was able to find a civilian group to under ride and provide majority of the raw materials for the array. While we provide the circuitry and the guts of the array." Jess said tapping few more buttons and sending over the authorizations and all the paperwork green lighting the project.

"What's the catch?" Malone asked. "With civilian contractors, there's always a catch."

"If and when Starfleet is no longer needing the array anymore the facility itself well be handed over to ARC while Starfleet get's to take the weapons system, computer cores and any and all Starfleet tech." Jess said, "It's all in the contract I sent you a copy as well." Jess said looking at the admirals.

Kassi had been looking over the contract with a slight furrow of brows as she too wanted to make sure of what they would be getting into. After all, did the area really need even more civilians poking around the Zetari area while she was working on making sure clean up and re-planning was done up there. "And do we know much about this ARC group?"

"They've helped rebuild civilian infrastructures after every single major Starfleet/Federation conflict starting with the First Dominion War." Jess said, "the ARC's background should be in the packet as well."

Kassi gave a slight nod of her head, figures she hadn't made it that far yet. Though now she knew why that groups name had rang a bell in her mind. For some reason, she had the feeling that this would be one more thing she'd have to keep track of when all was said and done. "Admiral?" She said, diverting the talk back to Malone.

"Well, its happening, so there's no sense discussing it." Malone replied. "Make sure that the head of the project knows he's talking to me as well as you, Commander."

"Of course admiral." Jess said as she closed the link and sat back in her chair relaxing a little seeing that her first large project was officially off the ground.
