The large decorative doors opened revealing the interior the President’s office chamber and tr’Navim stepped inside. Walking briskly his dark cloak whirled after him as he headed towards the simple wooden desk centering the massive room. In the periphery of his vision he could see spectators and guests filling the conference couches set in a meeting area in the corner of the office. He ignored them and focused his attention on the Vulcan. A smile entertained his lips as he reached the desk and bowed his head in respect. “It is an honor to be here Mister President. I come with an important message from Praetor t’Ahaefvthe.”
The Vulcan’s head bobbed slightly in a nod jostling the peppered bowl crowning his head. “Welcome Ambassador.” Serenity and calmness radiated from the man in front of him. To tr’Navin the Vulcan may have well been etched in stone. Such a boring look about him. “What message do you wish to convey?”
“Praetor Arrenhe t’Ahaefvthe respectfully requests a forum to discuss the future of the current relationship between the Federation and Star Empire. It is her hope that through discussions a new accord can be reach that will benefit both our peoples.”
“The Federation is ever open to diplomatic initiatives.” Sa’vak’s cool voice flowed across the table his expression remaining stoic “what does the Praetor have in mind Ambassador?”
“The Romulan Star Empire aided the Federation and Starfleet in the defense and Earth and helped neutralize the residual Triad threat. The Praetor believes that we can expand on our recent relationship in the field of a trade, research, and exploration.” His dark lips curled into a smirk- like some ancient Norse Dökkálfr brooding darkly over something “between us” his irises twitched to the corner as he looked at the quiet ‘guests’ nearby “when it comes to more intellectual pursuits the Klingons are not quite on the level of our peoples.”
“Thank you ambassador.” Sa’vak coolly tilted his head again “I will discuss it with among my staff and will deliver a response to you shortly. Until we have completed the deliberations you may wait in the foyer.”
Navin bowed “I will graciously await your answer.” He turned his back to the Vulcan feeling the urge to wretch but swallowed the feeling and briskly walked away.
Jolias watched silently as the door shut behind the departing Romulan. Whispers cascaded through the room as the shadow slipped away. From the desk Sa’vak slowly rose to his feet and walked over to them taking a seat at the head of the group. He looked at everyone and then focused his attention on the Trill “congratulations on your appointment to High Commissioner Councillor. What is the view of the security council about the Romulan proposal?”
His eyes focused on the President and his mind completely glossed over the first park as his brain focused on the question. “The Council is split on the issue. Several have concerns about the current conflict between the Romulans and the Klingons. In our current state they feel it would be unwise for us to interject ourselves into the issue. Intentional or not. From the Ambassador’s words I fear that the recent issue between those two will soon conflagrate into something larger. That is also their fear.”
“When dealing with either there is always the potential for conflict.”
“Indeed.” Jolias nodded his head at the President “on the other hand many also feel that it is an opportunity that we should not pass up. Intelligence analysts believe that the recent turmoil in the Empire has weakened the progressive elements. If the Empire should go to war with the Klingons there is great potential for the hawks with the Senate and Praetorate to gain significant foothold in the current government. If such a thing were to happen it may set back our relationship with the Romulans by decades. If a positive relationship can benefit both governments without bringing us into the middle of the burgeoning conflict between them and the Klingons then it is something we should look into.”
“And your opinion?”
He looked at the Vulcan. “I don’t trust the Romulans. I don’t understand them. However, I believe that if there is any possibility of a positive outcome we should look into it. Over the past decade conflict has defined us. There was a time when maintaining peace was most important thing to the Council. That is also what I feel.”
Silence. He wished he could see the thoughts brooding behind those quiet placid eyes. Jolias wasn’t sure himself what to make of the Romulan proposal. Yet, was uncertainty about their intentions enough of a reason to deny the opportunity of finding out? He looked up as the President nodded his head slowly “I agree with your premise Councillor. It is plausible that elements of subterfuge exist with the Romulan proposal. However, that does not entirely discredit the merits of the proposal. The Federation will hold a summit with the Star Empire.”
