Mission: Insurrection [Fleet Plot]
Location: London, Earth
Timeline: Following "The Battle of Sigma Ceti" Saga

= United Federation of Planets Council, Westminster Palace, London =

The floor was bedlam, as councillors vied with ever raising tones to be heard in the debate that had rocked the Federation Council for the last twenty minutes. President Hutchins had been left with no choice but to call this council to session, and explain the massive military defeat at Sigma Ceti, and the pending threat to the Federation itself.

"This is unacceptable!" Came one voice.

"What has Starfleet done to protect us?" Came another.

Ian merely sat back in his chair, and let the chaos consume the chamber. He had no fight for this, for any of it, as he knew the end was coming. He'd played all his chips on one last throw of the dice, at stopping Malone at Sigma Ceti, and he'd failed. What he had left was a thin defence force, poorly led, and stretched across the quadrant trying to protect the five core worlds.

"And what of the fleets heading to our worlds, Mister President?!" A voice demanded from the floor. He peered up from his despair, and saw the Andorian councillor. Of course it would be Thra'an, he'd been a vocal detractor of his administration since the beginning. "What defence are you offering them?"

"None." The President replied. "Starfleet is responding to them, but we neither have the ships or the personnel to properly defend them all."

"I see." Thra'an replied calmly. "So you are neglecting your duties as President of the United Federation of Planets, because you failed?"

"Mister Councillor, that is far from what I am doing." Hutchins sighed, knowing it was actually true. "I have done all I can do. The next move is that of the rebels."

"Yes, these so called 'rebels'." Thra'an said, using inflections on the word rebels. Thra'an represented a significant number of Federation Councillors who didn't believe the Administration's stories about the fall of the last Administration, and the supposed subversion of Starfleet by Admiral Malone and his officers.

"What rebels!?" Spat the Bajoran Councillor, another avid and vocal supporter of Malone and his people. After the strong defence of the Bajor system by Malone's forces during the Triad conflicts, the Bajoran people were very firmly behind the renegades.

"I find the supposition that Admiral Malone and his officers are in fact rebels of the United Federation of Planets highly illogical, given their years of devoted service, and their current attempts at peacefully resuming control of the Federation." Sa'vak, the Vulcan Councillor replied, in his calm voice. "The people of Vulcan have found your administration's attempts at suppression of our culture and identity quite... unsettling."

"I propose a Vote of No Confidence in President Hutchins." The Bajoran Councillor bellowed. "Who will second me?"

"I shall." Sa'vak replied, neutrally.

"I support the motion." Thra'an said, with passion.

"I too back the motion." Replied the until now very quiet councillor from Alpha Centari.

"So too does Tellar!" Came the voice of a little furry man.

With the big powers against him, Hutchins had very little choice in the matter. He watched as the Speaker of the Council came up to the lectern, a Human female in her late sixties, and spoke softly. "The motion has been presented to the floor for the immediate removal under a lack of confidence in the President of the United Federation of Planets...."
