Mission: Insurrection [Fleet Plot]

Nikkos settled down at his table. Many operatives would do the "try too hard to blend in" tactic at a place like this, with a hooded cloak on (in broad daylight) and keeping their head down to avoid attention.
Nikkos had simply gone for a hat that was more than appropriate for the weather and setting, and taken a table where his back faced his target. While his face was reasonably well known, the hat, beard he had grown, and the fact that nobody believed him stupid enough to still be on Earth, allowed him to blend in naturally. Sometimes trying too hard was worse than not trying at all.
The group was talking quietly, too quietly to hear beyond the earshot of the bodyguards scattered around their table. Bodyguards that were definitely trying too hard to blend in, and ended up sticking out like a drunken Klingon at an... well... anywhere.
Luckily Nikkos had managed to slip a recording device onto one of those bodyguards, who had scanned the table and chairs, but weren't thorough enough to scan themselves.
He had gone about doing things like this for the past six weeks. Tailing minor officials, military commanders, and paying special attention to intelligence chiefs, though those meetings were more difficult. As a consequence of their line of work, intel officers tended to be paranoid, and it made trailing them difficult, even for Nikkos.
The objective being a collection of evidence of the coup that could be broadcasted to the public, the sector, and perhaps the quadrant. This was a war that could physically be won by military means, but it would leave a fractured, shattered Federation, it's people faithless in their own leaders and questioning their own cause.
The leaders of the plot had to be exposed and taken down.
Nikkos had to physically force himself from twitching as his name popped up in the conversation.
"Where is he now?"
"We don't know. Nobody has seen him since his escape from Earth with Towers, Sharpe, and Taylor."
"Are we sure he even left Earth?"
Nikkos again forced himself to not smile as he sipped at his tea and read the news PADD in front of him. That comment made it difficult because it was the first intelligent thing one of these fools had said in weeks.
"Why would he stay behind? He'd be caught in a matter of hours."
Another smile to resist. This was getting difficult.
"I think you underestimate General Tyris, gentlemen." A new voice cut in. The sound of a chair scraping told Nikkos that this was a new arrival.
"What are you talking about?" Clearly the man was not popular, whoever he was.
Nikkos was telepathic. Not strongly so, in the sense of a full blooded Betazoid, but enough to get impressions. The impression he got from the next few seconds was this his cover was blown and he needed to get the hell out of here without looking like he was trying to get the hell out of here.
"I suggest you adjourn this meeting, sir." The man said. The "sir" sounded almost grudging.
As casually as he could, Nikkos finished his tea and stood up. Stretching calmly, he picked up the PADD and calmly strolled towards the door.
"Why?" This sentiment was echoed by others at the table.
"General Nikkos Tyris is walking out the front door."
"WHAT?" The loud exclamation caused murmurs through the room but Nikkos could not hear the followup as he left. Closing the door behind him also took him out of range of the tiny transmitter. He increased his pace slightly to put distance between him and the restaurant, and cut down an alleyway to wait. The next ten seconds would tell.
A stream of people began to file out of the restaurant, Nikkos could not tell the officials from the civilians. Probably a ploy by whoever had outed him, thinking he was there on an assassination mission. He was clearly good enough to discover Nikkos, but still too short sighted to see what his true objectives were.
"You! What are you doing there?" Two voices came from behind him and Nikkos cursed himself for staying still too long.
Two UFP security officers came jogging up to him, phaser rifles out.
"What seems to be the problem ,officers?" Nikkos asked, deliberately sounding nervous.
"We just got a report of a wanted fugitive being in this establishment! And you're looking mighty shify standing in an alley beside it!"
"I'm just out on a walk, sirs." Nikkos replied.
"Hands up! Search him." The first officer ordered his partner. Obligingly, Nikkos raised his hands.
The second officer decided to poke Nikkos with his rifle, rather than searching with his hands. Nikkos dropped the PADD held in one of his upraised hands, and that was just enough to distract both officers. His quick elbow caught the searching officer in the face, hurling him back with blood streaming from his broken nose.
Dropping to the ground, Nikkos snatched up the PADD and hurled it with all his might at the first officer. The object caught him in the forehead with enough force to drop him to the ground, unconscious.
Nikkos used the butt of one of their phaser rifles to make sure the broken nose officer was good and asleep, before dragging them into a recessed doorway. Apart from a few spots of blood on the ground, there was no evidence of anything having happened in the alley.
More quickly this time, Nikkos made his exit down the alley. He needed to find out who that shadowy figure was, and how he had blown Nikkos' cover.
